Ms. Jennifer Olzinger, as the Assistant Director-Procurement Manager since September 2015, she transformed procurement strategies, culminating in her historic appointment as the City’s inaugural Chief Procurement Officer in April 2022.  Beyond efficiency, Jennifer’s ingenuity resonates in her cost-reduction insights, shaping citywide and departmental spending. Her stewardship extends to overseeing the City’s Fleet Services, managing purchases, and service contracts.

Jennifer’s influence echoes nationwide. As President of the Pennsylvania Public Purchasing Association (PAPPA) and a member of the NIGP Impact Circle, she shapes the profession’s future, propelling educational programs and addressing challenges posed by emerging technologies.  Jennifer’s journey transcends titles. Having overseen multiple facets of the Office of Management & Budget, she brings holistic insight into budgeting, asset management, and grant administration.

Andrew is the Senior Manager of Innovation and Smart Cities Coordinator at the City of Pittsburgh. Leading the Innovation team, his team focuses on tackling challenges, big and small, to enhance City services through continuous improvement and technology innovation. Andrew manages PGH Lab, a program that funds local start-ups as they pilot new technologies and services within local government. In his role as Smart Cities Coordinator, Andrew is uniting stakeholders to craft a Roadmap for Pittsburgh’s Smart City initiatives.

Andrew previously worked at PNC Financial Services and Accenture Federal Services. Andrew holds a Masters in Public Policy and Management from the University of Pittsburgh and a B.S. in Political Science from Kansas State University.

Her innovation doesn’t stop there; Ingrid’s achievements have been spotlighted in NAFA Fleet Solutions, a prestigious national fleet publication. Her brainchild, Uptime, a groundbreaking, sustainable accident and repair management solution for government and self-insured fleets, emerged from collaboration with forward-thinking public sector partners.

Matthew Booco
Business Dev Officer, SHzoom

Matthew Booco, well-known for his innovative, forward-thinking leadership, is the Chief Business Development Officer at SHzoom. Matthew brings more than a decade of experience in the public sector – primarily in the municipal government space.  Matthew is responsible for leading strategic planning initiatives, analyzing operations, sales, and marketing data, and identifying key growth areas.

Prior to SHzoom, Matthew served as a Fleet Analyst, a Fleet Manager, and most recently the Executive Director of General Services for the City of Westminster, Colorado. Booco holds a Bachelor of Science degree in Business Administration from the University of Colorado at Denver. In October 2018, Booco received his Certified Automotive Fleet Manager certification from the NAFA Fleet Management Association.
